Opening Statement

This petition is brought pro se, as members of the legal profession, bound by bar membership, face inherent conflicts within the system that sustains them. They cannot reasonably be expected to "bite the hand that feeds them." Concerned citizens will be identified as security issues are addressed.

The eternal question—“Did the chicken precede the egg, or the egg the chicken?”—remains a timeless paradox. Yet, the answer lies beyond human logic, rooted in God's divine order. Similarly, the question "Who watches the watchmen?" finds its answer in We the People, whose authority derives from God and whose oversight is enshrined in the Constitution. These questions remind us that ultimate accountability transcends human systems, demanding that all power align with divine and constitutional principles.

"Original intent," a foundational judicial principle codified in the U.S. Constitution, affirms that the State's primary obligation is to yield to its citizens. This principle establishes the supremacy of individual freedoms over the interests of the State, permanently grounding governance in service to the people.

Given that all courts are composed of bar members or former bar members, this petition arises from a judicial system that appears undeniably captured. To deny this petition or perpetuate the undue false authority of the bar over We the People would be an eternally profound miscarriage of justice.

Justice for all to the nations is upon us. Our paths chosen by free will; our destiny created by God. Each soul endowed with life, liberty, and the pursuit of happiness—principles enshrined in the Constitution and entrusted to those in power to safeguard. Yet, when systemic abuses vitiate the people’s consent, lawful recourse becomes imperative. As the Declaration of Independence declares, “It is the right of the people to alter or abolish it.”

This Court now stands at a defining crossroads. Will our grand jury system—an enduring cornerstone of democracy and liberty—be restored to its rightful role as a safeguard against tyranny, or will it remain captured by the forces it was designed to counteract?

What we do or fail to do in this life echoes in eternity. Let this moment affirm the timeless truths of justice, liberty, and the inalienable rights of We the People.

1. Lawfare Against President Trump and Associates: For over eight years, our nation has witnessed prima facie lawfare against President Trump and others affiliated with him. This prolonged targeting has raised concerns about the use of legal processes as tools of political retribution, undermining public confidence in the judicial system and exemplifying the systemic manipulation of legal authority.

2. The Ongoing Rolin Hill Homicide Cover-up: Our nation has a long history of oppressive law enforcement practices, with minorities and communities of color often bearing the brunt of these abuses. One recent example is the tragic case of Rolin Hill, an African-American Eagle Scout who was arrested on a minor trespassing charge then suffered a brutal beating and was pallet shrink-wrapped by five Virginia Beach deputy sheriffs in our jail. Over four months later, Hill's death was ruled a homicide, yet details surrounding the incident continue to remain hidden from the public with no charges filed. This ongoing cover-up underscores a deeply rooted culture of concealment and lack of accountability in law enforcement, further illustrating the urgency of restoring citizen-led oversight mechanisms.

3. Evidence of Grand Jury Manipulation in Virginia Beach: Detailed in the 24-1843 filing and related documents, Virginia Beach has witnessed prima facie manipulation of our grand jury system. This manipulation not only obstructs justice but also violates our grand jury’s constitutional role as a "protector of citizens against arbitrary and oppressive government actions," stripping away a fundamental safeguard meant to ensure fairness in our legal system.

RICO Activity Among Judicial and Law Enforcement Officials: The 24-1269 filing and related documents provide prima facie evidence of RICO (Racketeer Influenced and Corrupt Organizations Act) violations among Virginia Beach local, Virginia state, and federal officials within the judicial and law enforcement spheres. This documented pattern of collusion, alignment of unlawful interests, and misconduct further reveals a system where those sworn to uphold the law appear instead to act in concert to protect entrenched interests, denying citizens due process and equal protection.

Petitioner’s lawful efforts to seek redress have been met with documented excessive force, injury, false arrests, false imprisonments, and ongoing lawfare. These actions underscore the urgency of restoring a citizen-led grand jury system that can hold power accountable, protect individual rights, and secure these rights against systemic abuses. Government derives its authority from the consent of the governed; however, systemic abuses vitiate consent. To restore meaningful consent, citizen-led grand jury oversight is essential.

The words “What we do in this life echoes in eternity” remind us that courageous acts can resonate across generations. History provides profound examples, such as Martin Luther’s 95 Theses, courageously nailed to the church door in 1517. His defiance of institutional power helped free countless souls to enjoy a direct relationship with God, a legacy still felt to this day. Similarly, the challenge before this Court represents an opportunity to restore true justice and free a nation to reconnect with its founding covenant and principles. Just as Luther’s actions helped establish liberty of conscience, so can restoring an empowered, citizen-led grand jury system enable justice for all—reverberating beyond our time and into the future.

America has long served as a beacon of liberty to all nations, inspiring others to pursue justice and freedom. By restoring the grand jury's rightful role, this Court can not only renew America’s promise to its own people but also fulfill its broader mission to bring justice to the nations. When our justice system stands strong, it strengthens the hope of all who look to America as a model of liberty and lawfulness.

Now is the moment to restore the grand jury’s role as an independent, citizen-led safeguard against arbitrary power. This writ calls upon the Court to reaffirm its commitment to life, liberty, and the pursuit of happiness, empowering citizens through the sheriff’s authority and duty to secure these rights and uphold justice.
